At the same time in many parts of the country:

o A strange aircraft is spotted.

o An automobile race is interrupted by an auto going in access of 130 mph.

o There are sitings of a boat with incredible speed, loose on the water-ways of America.

o Then comes the rumors of a submarine in a western lake.

Could all of these incredible inventions be the work of one evil genius?
Is it even possible that all of these mechanical wonders are one in the same vehicle?
This inventor has defied the goverment and the government agent must find the answer. He must know if this is a new master criminal on the scene, or has the world seen this nemesis before.
